We got a request for our IdP to work with this entityid: "urn:federation:apptio"
It seems to be something related to microsoft AD.

Is there such a namespace as urn:federation? What's the harm in
accepting it as is? Just possible conflict in the future?

Microsoft uses urn:federation for a variety of things. It's not registered with IANA AFAIK.

I haven't seen others trying to use names in that namespace that before.

I believe it has been communicated to Microsoft that using registered namespaces that you own is better. Whether it's a show-stopper depends on whom you ask, I guess. My hunch is it would be really hard for them to stop using current identifiers, and getting harder every day.

At one point, Microsoft submitted metadata to InCommon with a similar
URN be we couldn't accept that.
